Migrating the Documentation to Hugo

Dylan here, from BR Consulting.
Having just started to use Hugo, we realized just how much we needed a static documentation generator that was faster for translation purposes.
Made in GoLang, it allows for an excellent level of customization and allows us to use short-code snippets and html partials to reduce code and create documentation faster, allowing us to parse and easily add TSV of CSV as HTML Tables.
It lets us live-reload in development mode and we don’t need to re-compile the site every time we want to change translation strings, which was a huge drawback in Sphinx.
